Stormwater Capture Project Update: Delivering Real Benefits to the Community

The Beaumont-Cherry Valley Water District is pleased to share an update on the completed Master Drainage Plan (MDP) Line 16 stormwater capture project, which has been fully operational since 2023 and is performing as intended.

The storm drain system runs along Grand Avenue from Bellflower Avenue west to the north end of Noble Creek Recharge Facility (NCRF) Phase II, where stormwater is directed into the District’s recharge ponds. Since completion, the system has been actively capturing stormwater from this season’s rain events, helping recharge local groundwater supplies.

A key feature of the project is flexibility. District staff have the ability to temporarily close the pipe leading into the recharge facility if excessive debris is present, allowing for proper maintenance and protecting the recharge ponds.

Most importantly, the project has significantly improved drainage in the area. All stormwater north of Grand Avenue that previously flowed toward Brookside Avenue is now being captured by MDP Line 16. Only rainwater falling south of Grand Avenue continues to drain toward Brookside, which has greatly reduced flooding concerns for nearby homeowners and motorists.

“Projects like this demonstrate the value of long-term planning and smart infrastructure investment,” said BCVWD Board Member Daniel Slawson. “MDP Line 16 is already making a difference by reducing flooding risks and capturing stormwater that can be reused to support our groundwater basin.”

While there is currently no meter in place to measure the total volume of captured stormwater, the system has remained open and operational throughout this year’s storms, successfully diverting and capturing water that would have otherwise flowed out of the area.

This project reflects BCVWD’s continued commitment to flood protection, water sustainability, and proactive solutions that benefit the entire community.
