Water Rates Reminder

Recently issued water bills reflect the second year of the District’s approved water rate study, which took effect January 1, 2026.

We understand that increases are never easy, especially for households on fixed incomes, and we want to be clear about why this adjustment is occurring.

The rate study was completed by an independent consultant and adopted following a public review process. It reflects the rising costs of providing safe and reliable water service since the last study in 2019, including operations, regulatory requirements, materials, labor, and infrastructure needs.

Your water bill supports:

  • Daily operations and system maintenance
  • Water quality testing and regulatory compliance
  • Skilled staff who operate and maintain the system
  • Infrastructure repairs and long-term capital improvements

While rates have increased, BCVWD remains one of the lowest-cost water providers in the region and continues to focus on fiscal responsibility and efficient operations.

It’s also important to remember that your total bill is influenced by how much water you use. Monitoring usage and practicing water-wise habits can help manage overall costs.

Understanding Your Winter Water Use

Water use is measured by your water meter and billed in units called CCF, which stands for one hundred cubic feet. This measurement reflects how much water flows through your meter during each billing period, which is typically every two months.

During the winter months, customers in the Beaumont-Cherry Valley Water District average about 24 CCF per billing period. One CCF equals 748 gallons of water.

That equals:

  • 17,952 gallons over two months
  • About 300 gallons per day per meter
  • About 20 five-minute showers per day, based on an average showerhead
  • Or about 10 loads of laundry per day, based on a typical modern washing machine

Winter water use is generally lower because cooler temperatures and rainfall reduce the need for outdoor irrigation. Most household water use occurs outdoors, which is why customers often see their bills decrease during the winter months.

In the summer, water use can double or even triple as landscaping and lawns require more frequent watering to stay healthy during hot, dry conditions. Understanding how water is measured and where it’s used can help customers better anticipate seasonal changes in their water bill.

New Well 30 Project: Investing in Water Quality and Reliability

The Beaumont-Cherry Valley Water District is moving forward with Well 30, a new groundwater well designed to support long-term water reliability and meet evolving state water quality requirements.

When the project was originally approved in 2017, Well 30 was planned for a site near the Noble Creek Sports Complex. After additional study and long-term planning, District staff recommended relocating the well to the northwest corner of the Noble Creek Recharge Facility Phase I, near the intersection of Cherry Valley Boulevard and Beaumont Avenue on District-owned property.

This updated location offers several important benefits. Pumping from this site helps reduce the groundwater “mound” created by recharge operations, improving overall system balance and efficiency. Just as importantly, the groundwater at this location is high quality and does not require costly additional treatment for Chromium-6, helping the District manage water quality responsibly and cost-effectively.

To further support water quality goals, staff has proposed separating Well 30 from the originally paired Well 31 project and moving forward with its construction first. This approach allows the District to accelerate the schedule and stay on track to meet the State of California’s Chromium-6 compliance deadline of October 2026, while continuing to plan for Well 31 as a future project.

“Well 30 represents strategic planning and a prudent investment in critical water infrastructure,” said BCVWD Vice President Andy Ramirez. “Advancing this project at the right location strengthens our ability to safeguard groundwater quality, comply with evolving state regulations, and maintaining a reliable, resilient water supply for our customers now and into the future.

The Well 30 project is part of the District’s broader effort to modernize infrastructure, safeguard groundwater resources, and plan ahead for regulatory and environmental challenges.

National Engineers Week

This week, the Beaumont-Cherry Valley Water District recognizes National Engineers Week, an opportunity to highlight the engineers who help protect public health and support the infrastructure our community relies on every day.

At BCVWD, our Engineering team works closely with Operations, Customer Service, and Administration to plan, design, and deliver reliable water service. Their work goes far beyond technical design, engineers regularly meet with customers and developers to help navigate the complex process of establishing water service, coordinating not only with the District but also with the City of Beaumont and LAFCO.

BCVWD engineers also work directly with developers to review proposed projects, explain system impacts, coordinate inspections with Operations staff, and ensure required fees and documentation are properly processed. In addition, they present Capital Improvement Program (CIP) updates to the Board of Directors, representing the collective work of staff across the District.

“Our Engineering team plays a vital role in connecting planning, operations, and customer service,” said BCVWD Board Member John Covington. “Their ability to collaborate across departments helps ensure projects move forward efficiently and that our community continues to receive safe, reliable water service. Additionally, we celebrate and recognize the contributions of engineers and promoting the importance of engineering in society and their dedication.”
