To assist customers trying to cope with a loss or reduction of income during the coronavirus (COVID-19) crisis, Beaumont-Cherry Valley Water District (BCVWD) is temporarily suspending water shutoffs due to nonpayment, as well as late payment fees.
The Board of Directors voted to approve the water shutoff suspension at its Engineering Workshop on March 26. Customers who have fallen behind on water bills are encouraged to call BCVWD at 951-845-9581 for information about how to set up a payment plan.

The Board also approved temporarily extending the payment grace period to 60 days and waiving the $1.75 credit card processing fee, while offices are closed to the public, in an effort to support online payments.
“As people shelter at home to slow the spread of the virus, households will likely see a rise in their indoor water use,” said Director Andy Ramirez, on behalf of the Board of Directors. “These actions keep water available for increased cooking at home, as well as other essential daily activities like showering and laundry.”
While indoor use may see an increase, spending more time at home is a great opportunity to focus on water conservation – especially making sure outdoor water use is efficient. Customers can find leak check and water saving tips in the BCVWD Conservation Pocket Guide.

COVID-19 has no impact on the quality or supply of your tap water. As always, your tap water is available, plentiful and safe.
While it’s always advisable to stock bottled water at home in case of emergencies that could disrupt water supply, BCVWD does not expect this health outbreak to disrupt service to our customers.
BCVWD is committed to providing its customers with safe and reliable water. All water is properly treated to eliminate pathogens, which includes viruses. This ensures safe drinking water for all our customers.
While BCVWD facilities are currently open for business, we are closed for public access. We encourage customers to do business online or via email and phone. We are actively monitoring the situation and will make adjustments and announcements in the event that anything changes.
Prospective landscaping companies are hereby notified that the BEAUMONT-CHERRY VALLEY WATER DISTRICT (Owner) will receive sealed proposals for Professional Services necessary to provide Maintenance Services for Landscaping at various BCVWD Properties. Such proposals will be received until Wednesday, April 1, 2020, at 2:00 PM at the District Office, 560 Magnolia Avenue, Beaumont California 92223, at which time said proposals will be publicly opened and read.
Owner will review all submitted Proposals and make a recommendation of award to the District’s Board of Directors based upon the qualifications of the landscaping company and associated cost of services. After the proposals have been evaluated, the highest ranked landscaping companies may be interviewed.
Owner reserves the right to reject any and all proposals and to waive any irregularity. Time is of the essence, therefore the ability of the landscaping company to perform the services within the time period specified will be considered during the award of the project. If Owner elects to award a contract for the services, the award will be made within 10 days from the date of the District’s next Board meeting subsequent to the District Staff’s completion of the review of submitted proposals. Proposals shall be valid for said 90 day period.
The work shall be performed by a single contractor under a single contract. Prevailing wages will be in effect for this work and costs must be in compliance with State Labor Code as listed in the project agreement. Federal government awards BCVWD $1.5 million for meter improvements
Beaumont, CA – Beaumont-Cherry Valley Water District (BCVWD) was awarded a $1.5 million WaterSMART Water and Energy Efficiency Grant from the Bureau of Reclamation for its Advanced Meter Infrastructure (AMI) project.
“Beaumont-Cherry Valley Water District is honored to be chosen as a recipient for a WaterSMART Water and Energy Efficiency Grant,” said General Manager Dan Jaggers. “Our entire community will benefit from metering upgrades, bringing the District increased efficiency and our customers real-time leak detection capability while saving water, electricity and reducing overall water cost to customers within our service area.”
The project will reduce BCVWD’s reliance on imported water and offset local groundwater pumping. The meters will allow automated reads and improve water conservation by increasing system-wide leak detection effectiveness. BCVWD expects an annual water savings of up to 900 acre-feet by recovering losses currently caused by inaccurate metering and system and on-site leaks. Switching to AMI meters will also increase efficiency, improve customer service, reduce costs and decrease fuel and carbon dioxide emissions.
“We are proud of the District’s efforts to secure funding to support this important project,” said Board President John Covington. “Upgrading our meter system will have significant positive impacts for both residents and the District, saving time, money and resources. We are excited to move forward in implementing these updates.”
The project to complete the upgrade of the more than 19,000 in-ground meters across the District’s service area will be completed in three phases. The total cost of the project is $5.7 million. BCVWD is working with the Bureau of Reclamation to develop a timeline for the project.
WaterSMART Water and Energy Efficiency Grants aim to help organizations with water or power delivery authority leverage their resources on projects that seek to conserve and use water more efficiently, increase the production of hydropower, mitigate conflict risk in areas at a high risk of future water conflict, and accomplish other benefits that contribute to water supply reliability in the western United States.

BCVWD Board Approves Proposed Changes to Rates and Service Charges
The Beaumont-Cherry Valley Water District (BCVWD) Board of Directors approved proposed changes to water rates and service charges following a public hearing on February 27, 2020.
The decision came after a seven-month evaluation by an independent financial expert who studied current rate structures and cost of service. The study revealed the need for new rates and charges based on increasing operating, maintenance and capital replacement costs. This is the first rate adjustment since 2012.
The new rates and service charges go into effect March 1, 2020. Customers can estimate the impact to their bill using the bill estimator tool online at www.bcvwd.org/proposed-bill-estimator. BCVWD staff is also available to answer questions at info@bcvwd.org or 951-845-9581.
All customers received a Notice of Public Hearing in mid-January which detailed how to participate in the rate setting process. BCVWD also held an informational community meeting February 20, 2020, where residents learned more about the proposed rate adjustments, asked questions and provided comments.
Customers will also see a change to the pass-through charges on their bill. Pass-through charges pay for the cost of imported water and energy needed to pump water. These costs are set by BCVWD’s suppliers and are not controlled by the District. The cost to import water increased by 26 percent in 2019.
According to state law, BCVWD cannot charge more than the actual cost of providing water service. As a not-for-profit government agency, BCVWD is not legally allowed to make a profit.
