Beaumont-Cherry Valley Water District (BCVWD) is proud to announce that it has received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada (GFOA) for the District’s 2023 Annual Comprehensive Financial Report (ACFR). This marks the seventh consecutive year BCVWD has earned this prestigious recognition.
The District’s Finance staff prepared the 2023 ACFR, which included an independent auditors’ unmodified, or clean, opinion on BCVWD’s financial statements for the year ended December 31, 2023. The report was submitted to GFOA for review and award consideration, and in March 2025, the District was notified that it had once again earned the Certificate of Achievement.
Excellence in Financial Reporting
GFOA established the Certificate of Achievement for Excellence in Financial Reporting Program in 1945 to encourage state and local governments to go beyond the minimum requirements of generally accepted accounting principles and prepare comprehensive annual financial reports that demonstrate transparency and full disclosure. 03_EI GFOA award
The Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting, and earning the award represents a significant accomplishment for a public agency and its management. Reports are reviewed by GFOA professional staff and its Special Review Committee, which includes experts in public-sector financial reporting, independent auditors, academics, and other finance professionals.
Seven Consecutive Years of Excellence
Receiving the Certificate of Achievement for a seventh consecutive year reflects BCVWD’s continued commitment to following best practices in financial reporting and maintaining high standards of fiscal responsibility, transparency, and accountability.
The achievement is a collaborative effort involving departments and divisions throughout the District and reflects the dedication of District staff and the Finance and Audit Committee to responsible financial management.
GFOA also presented its Award of Financial Reporting Achievement to BCVWD’s Finance and Administration Department in recognition of its instrumental role in helping the District earn the Certificate of Achievement. The award recognizes the department’s contribution to producing an annual financial report that meets GFOA program standards. BCVWD is proud to receive this recognition for the seventh consecutive year and remains committed to providing clear and comprehensive financial information, responsibly managing public resources, and maintaining transparency and accountability for its customers and community.
