2017 Proposal to create a Groundwater Sustainability Agency (GSA)
The Sustainable Groundwater Management Act (SGMA) established a process for local agencies to request that the Department of Water Resources (DWR) revise the boundaries of existing groundwater basins or subbasins, including the establishment of a new groundwater subbasin.
Proposed Basin Modifications – The Beaumont Groundwater Basin
On March 9, 2016, the Beaumont-Cherry Valley Water District Board of Directors adopted Resolution No. 2016-03 directing the Beaumont-Cherry Valley Water District staff to implement a basin boundary change for the Beaumont Groundwater Basin.

The Beaumont Groundwater Basin is adjacent to the proposed Yucaipa Groundwater Basin, the proposed El Casco Groundwater Basin, the proposed Bunker Hill Groundwater Basin, and the proposed Rialto-Colton Groundwater Basin.
A majority of the Beaumont Groundwater Basin is also referred to as the Beaumont Management Zone in documents maintained by the Santa Ana Regional Water Quality Control Board. On April 25, 2014, the Regional Board adopted Resolution No. R8-2014-005 Amending the Water Quality Control Plan for the Santa Ana River Basin to Incorporate Updates Related to the Salt Management Plan for the Santa Ana Region. This resolution updated the requirements related to salinity and nutrient management for this groundwater basin.
Due to the geographical and nomenclature discrepancies between the basin boundaries identified by the Department of Water Resources and the State Water Resources Control Board, the Beaumont-Cherry Valley Water District is proposing a specific groundwater boundary to represent the Beaumont Groundwater Basin.
