BCVWD Receives Excellence in Financial Reporting Award for Third Consecutive Year

Beaumont-Cherry Valley Water District (BCVWD) is proud to announce that it has received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada (GFOA) for the District’s 2019 Annual Comprehensive Financial Report (ACFR).

This marks the third consecutive year BCVWD has earned this recognition. The District’s Accounting and Finance staff prepared its third Annual Comprehensive Financial Report in early 2020 for Fiscal Year 2019 and submitted it to GFOA for review. In February 2021, the District was notified that its 2019 ACFR had earned the Certificate of Achievement.

Excellence in Financial Reporting

GFOA established the Certificate of Achievement for Excellence in Financial Reporting Program in 1945 to encourage state and local governments to go beyond the minimum requirements of generally accepted accounting principles and prepare comprehensive annual financial reports that demonstrate transparency and full disclosure.

The Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting, and earning the award represents a significant accomplishment for a public agency and its management.

Reports submitted to the program undergo a professional review by GFOA staff and members of its Special Review Committee. Reviewers include individuals with expertise in public-sector financial reporting, including financial statement preparers, independent auditors, academics, and other finance professionals.

Three Consecutive Years of Excellence

Receiving the award for a third consecutive year reflects BCVWD’s continued commitment to providing comprehensive and transparent financial information to its Board of Directors, customers, and community.

Beginning with the District’s first Annual Comprehensive Financial Report, BCVWD has continued to meet the high standards established by GFOA for excellence in governmental accounting and financial reporting. BCVWD is proud to receive this recognition for the third year in a row and remains committed to transparency, accountability, and responsible financial management in its service to the community.

BCVWD Receives 2021 President’s Special Recognition Award

For the period of July 1, 2017, through June 30, 2020, Beaumont-Cherry Valley Water District was recognized by ACWA JPIA with the President’s Special Recognition Award.

This award acknowledged the District’s low ratio of paid claims and case reserves to deposit premiums in the Workers’ Compensation Program. The achievement reflects the District’s dedication to workplace safety and employee well-being.

The recognition was formally announced at the ACWA JPIA Board of Directors’ Meeting in Pasadena in December 2021. This recognition demonstrates BCVWD’s ongoing efforts to protect its workforce while fostering a supportive and secure environment for employees.

This award reinforces BCVWD’s long-term commitment to employee protection and a culture of safety. The District continues to focus on preventive measures, training, and safe workplace practices that support employee health and productivity.

National Safety Month

BCVWD is ready to help in various emergencies, even if they do not directly impact water service. Last fall, during the 1,000-acre Sandalwood fire in Calimesa, BCVWD ensured the recharge ponds were as full as possible so that firefighting helicopters had access to the water if needed. #NationalSafetyMonth “Our ponds are not usually kept full at that time of year,” said Vice President David Hoffman, on behalf of the Board of Directors. “Our staff worked around the clock to ensure the largest water supply possible was immediately available to help fight the fire.”

Beaumont-Cherry Valley Water District received the President’s Special Recognition Award from ACWA JPIA for the period of October 1, 2016, through September 30, 2019.

This honor was awarded for achieving a low ratio of paid claims and case reserves compared to deposit premiums in the Liability Program. The recognition highlights the District’s strong commitment to effective risk management and operational safety.

It was announced during a virtual Board of Directors’ meeting in December 2020. This achievement reflects BCVWD’s dedication to creating a safe workplace culture that prioritizes the health and well-being of its employees.
