ARPA Highlights

In 2024, BCVWD secured $2.5 million in American Rescue Plan Act (ARPA) funding through the County of Riverside to strengthen water system reliability and fire response capabilities in high-risk areas. This grant will fund two major pipeline projects, paired with our new District-funded 2-million-gallon water tank, to:


✔️ Increase water storage and transmission
✔️ Support firefighting and fire suppression
✔️ Replace aging infrastructure pushed to the limit during the 2020 Apple and El Dorado fires

“Partnerships like this are essential for maintaining a resilient water system,” said Board Member David Hoffman. “By leveraging grant funding alongside District investments, we’re reinforcing critical firefighting infrastructure and ensuring a stable supply for our community.”

“These new pipelines can last for 100 years,” added Board President Daniel Slawson. “We’re laying the foundation for reliable water service and stronger emergency response for decades to come.”

One project will install over 2,800 feet of new 24-inch pipeline in the 3040 pressure zone, connecting to the new Noble Storage Tank to double storage capacity in the area to 4 million gallons. The second project replaces 3,000 feet of deteriorating 10-inch pipeline with a new 12-inch line, improving water transmission between key pressure zones near Little San Gorgonio Creek and adding fire hydrants every 1,000 feet for enhanced emergency response.

These improvements directly address vulnerabilities exposed by past wildfires and strengthen BCVWD’s ability to serve the community in times of crisis. Construction is expected to wrap up by June 2025.
